Planning proposal request for 136-148 New South Head Road, Edgecliff

Applicant request for a Planning Proposal

On 13 October 2021, Council accepted a request for a planning proposal for 136-148 New South Head Road, Edgecliff. The request for a planning proposal relates to:

  • Lot 1 DP663495 (No. 136)
  • Lot 1 DP1092694 (No. 138-140)
  • Lot 2 DP983678 (No 138-140)
  • Lot A DP443992 (No 142-144)
  • Lot B DP443992 (No 146-148)

The request for a planning proposal seeks to amend the Woollahra Local Environmental Plan 2014 to:

  • increase the Height of Buildings standard from 13.5 metres to 46 metres
  • increase the Floor Space Ratio standard from 1.3:1 to 5:1

The applicant provided an indicative development concept for a twelve storey mixed use building which could be facilitated by the proposed amendment.

Initial Assessment

An initial assessment of the request for a planning proposal was reported to the Woollahra Local Planning Panel (Woollahra LPP) on 22 April 2022.

The advice of the Woollahra LPP was reported to the Environmental Planning Committee (EPC) on 4 July 2022 and to the Ordinary Council Meeting on 25 July 2022, where Council resolved not to support the request for a planning proposal.

Rezoning Review

On 18 August 2022, the Sydney Eastern City Planning Panel (the Panel) considered a rezoning review on the planning proposal. Subsequent to this meeting, the Panel resolved that the planning proposal should be submitted for a Gateway determination because it has strategic and site specific merit.

Should the NSW Department of Planning and Environment (DPE) issue a Gateway determination, the public exhibition of the planning proposal will be undertaken in accordance with the requirements of the relevant planning legislation and the Gateway determination.
