Housing Delivery Authority

The Housing Delivery Authority (HDA) provides a new state significant development (SSD) pathway for large residential and mixed-use developments where the estimated development cost of the residential component is over $60m. This includes development with a concurrent rezoning.

The HDA’s role is to evaluate proposals submitted through an expression of interest (EOI) process and recommend, to the Minister for Planning, whether they should be declared as SSD.

Once declared an SSD:

  • The applicant has 9 months to prepare and lodge the SSD application with the Department of Planning, Housing and Infrastructure (DPHI).
  • The DPHI aims to complete SSD assessments within 275 days of lodgement. This includes the public exhibition of the SSD.
  • Once a SSD is placed on exhibition, Council staff will typically prepare a submission on the SSD.
