Online development applications via the NSW Planning Portal

From 1 November 2020, Woollahra Council will only be accepting online Development Applications (DAs), including Section 4.55 Modification Applications and Section 8.2 Review Applications via the NSW Planning Portal. For more information please visit the NSW Planning Portal website.


Am I ready to lodge my DA?

  1. Make sure you need to submit a DA. If your development is exempt or complying you do not need to submit a DA.
  2. Be sure to understand what development rules apply
  3. Understand what you are required to submit with your DA, and prepare your application and supporting documents. Try to avoid assessment delays!
  4. Lodge your application - pay your fees once you have received a Fee Estimate from Council with the relevant fees to be paid.

How do I lodge my DA online?

Register with the NSW Department of Planning & Environment via their Planning Portal to create an account to submit your application.

Obtain all required documents

Lodge your application

You must prepare and submit your development application on the NSW Planning Portal.

The NSW Government Department of Planning & Environment has created a guide to walk you through registration and lodgement on the Planning Portal.

If your application is incomplete, you'll receive details on what is required via the Planning Portal.

Obtain an application fee quote

There are fees associated with the lodgement of a development application. Once your DA is accepted, a payment request with the relevant fees to be paid will be uploaded by Council to the NSW Planning Portal and you will be notified.

Registration of the development application

Your application is registered with Council once the completeness check has been done and the fees have been paid.

Rejection at lodgement

Less than 1% of all applications lodged are rejected at lodgement. Avoid being affected by making sure you prepare your application and submit all the required materials. Find out when we will reject an application at lodgement.
