AAP Meetings - Important Special Instructions (COVID-19)

In line with social distancing requirements to limit the spread of the COVID-19 virus Application Assessment Panel (AAP) will be holding Panel meetings remotely using conferencing technology (until further notice).

Members of the public can watch and listen to meetings live (using conferencing technology) or dial in to listen to the meetings using a telephone. Details are shown below under 'Meeting details and procedure - COVID-19'.

By using conferencing technology or by teleconference, listening and/or speaking at AAP meetings, members of the public consent to their voice and personal information (including name and address) being recorded and publicly available on Council’s website.

By addressing and/or listening to a AAP meeting, members of the public consent to their voice and personal information (including name and address) being recorded and publicly available on Council’s website. Accordingly, please ensure your address to Council is respectful and that you use appropriate language and refrain from making any defamatory statements or discriminatory comments.

Woollahra Council does not accept any liability for statements, comments or actions taken by individuals during a AAP meeting. Any part of the meeting that is held in closed session will not be recorded.

People connecting to this meeting by conferencing technology or teleconference are reminded that under the Local Government Act 1993, the recording of meetings by a member of the public using any electronic recording device including a mobile phone or video camera is not permitted. Any person found recording without the permission of Council may be expelled from the meeting.

Meeting details and procedure (COVID-19)

The Application Assessment Panel (AAP) meets to assess and determine development applications which involve a significant community interest, which accords to our delegations. Most of these applications are for alterations and additions, new houses and for smaller scale residential flats.

Meetings are held on each Tuesday of the month at 3pm.

Amendments have been made to the Local Government Act 1993 to allow councils to meet remotely to reduce the risk of COVID-19 and ensure compliance with the Public Health Order.

Woollahra Council will be holding Application Assessment Panel (AAP) meetings remotely using conferencing technology. The Chair of the panel, members of the Panel and staff will be participating in meetings by an audio-visual link instead of attending in person.

Members of the public are invited to listen to and/or address the AAP meeting using conferencing technology. Instructions on how to join the meeting will be forwarded to person who have registered to listen or make a submission to the panel. This information will be forwarded on the day of the meeting via email.

Public participation online or by phone will be managed in accordance with meeting procedures.

  • To register to address the Panel meeting (Register by 12noon on the day of the meeting)
    Register to address a AAP meeting by 12noon on the day of the meeting by emailing your name, mobile number and the item you are interested in, to records@woollahra.nsw.gov.au or by contacting the Governance team on (02) 9391 7001. Once registered you will be forwarded information on how to join the meeting via email on the day of the meeting.
  • To submit late correspondence (submit by 12noon on the day of the meeting)
    Members of the public may submit late correspondence on an agenda item being considered at a Council or Committee Meeting. If you wish to make a written submission on an Item on the Agenda, please email your submission to records@woollahra.nsw.gov.au by 12noon on the day of the meeting.
    Late correspondence cannot be accepted after 12noon.

The AAP comprises senior members of council staff. Members include the:

The quorum for an AAP meeting is three of the members.
