Draft Woollahra Development Control Plan 2015 (Amendment No.1) - Chapter E1 - Parking and Access


The Council has a range of initiatives aimed at addressing traffic management and facilitating sustainable transport solutions which it has been implementing over time. These initiatives include:

  • dedicating on-street parking spaces for car sharing schemes to reduce private vehicle ownership,
  • applying maximum parking generation rates to residential development
  • encouraging cycling, by upgrading cycling routes as identified in the Bicycle Strategy 2009, and
  • providing bicycle parking in commercial centres, near public transport nodes and near and in recreational areas.

Council invited comment on amendments to Parking and Access chapter of Woollahra DCP 2015 which build on our existing initiatives to seek to further reduce reliance on private vehicles.

Key changes were:

  • Introducing parking rates within development for bicycles and motorcycles
  • Allowing car share spaces in private development
  • Revised discount parking requirements for non-residential development in commercial centres
  • Reduced car parking generation rates for studio and 1 bedroom apartments in the Double Bay Commercial Centre
  • Car parking provision for pubs, entertainment facilities and registered clubs will be determined on a site-specific basis.

The other changes were:

  • Small car spaces are permitted in public car parks.
  • Green travel plans are required for larger developments to reduce the carbon footprint of workers and visitors travelling to a new development.
  • Requirement for an operational traffic management plan (OTMP) for non-residential developments that have the potential to significantly impact the surrounding road network has been added to encourage the safe traffic movement around these developments. Examples of types of developments that would require an OTMP are child care centres, educational establishments, entertainment facilities, pubs or any other developments where there is significant expansion or modification.
  • New provisions limiting access to resident parking schemes have been added. Residents of any additional dwellings will not be entitled to resident permits.
  • Driveway splay controls have been amended to improve the safety of all pedestrian groups.
  • A new control regarding the amount of turning space required to access parking from rear lanes in the Woollahra and Paddington Heritage Conservation Areas has been introduced.
  • Tandem parking will be permitted in residential development if the two spaces in tandem are allocated to a single dwelling and in non-residential developments when the spaces are allocated for employee use only.
  • For business zoned land in the Oxford Street Paddington precinct, the clause relating to the definition of this area has been reworded for clarity.
  • References within the chapter, to other parts of the Woollahra DCP 2015 and to Australian Standards are updated.
