Planning Proposal for 48 Duxford Street, Paddington

Summary

Council prepared a planning proposal to list the former residence and studio of Margaret Olley, at 48 Duxford Street, Paddington (Lot 1 DP 918750) as a heritage item in the Woollahra Local Environmental Plan 2014. Margaret Olley is one of Australia's most celebrated artists. The property has historical, historic association, aesthetic and social significance, and is representative of Late Victorian Italianate terrace houses built in Paddington at the end of the 19th Century.

The objectives of the planning proposal were to:

  • recognise an item of local heritage significance,
  • provide statutory protection for that item, and
  • provide for the ongoing conservation of the item.

Initial Assessment

Council's initial assessment of the planning proposal was reported to the Urban Planning Committee (UPC) and subsequently resolved to publicly exhibit the proposal:

Finalisation

On 14 June 2016, the Council considered the recommendation of the UPC and resolved in part:

THAT Council take no further action to proceed with the planning proposal for 48 Duxford Street, Paddington.

THAT Council work with the owners of 48 Duxford Street, Paddington to erect a suitable commemorative plaque recognising the historical association, aesthetics and social significance of Margaret Olley’s former home and place of work.

In response to the Council's resolution, the matter was finalised by requesting the Minister for Planning not to proceed with the planning proposal.

On 2 September 2016 the Department of Planning and Environment stated that the planning proposal should not proceed under Section 58 (4) of the Environmental Planning and Assessment Act 1979.
