Resourcing Strategy
Our Community Strategic Plan, Woollahra 2035(PDF, 6MB) , was developed in consultation with the community and describes our long-term aspirations for Woollahra. However, these aspirations will not be achieved without sufficient resources – time, money, assets and people – to implement them. The Resourcing Strategy is the critical link when translating strategic objectives into actions.

The Resourcing Strategy makes clear what elements of the Community Strategic Plan the Council will take responsibility for. Other levels of government, business, non-government organisations, community groups and individuals will also have a role in achieving the outcomes of the Community Strategic Plan.
Each of the components of the Resourcing Strategy also play a role in resourcing the achievement of the Delivery Program and Operational Plans, as well as any other strategic plans the council has developed to support the achievement of the Community Strategic Plan.
Current Long Term Financial Plan
Council needs to maintain a financially sustainable position over time so that we can provide services and renew infrastructure for the benefit of our community. The Long Term Financial Plan (LTFP) helps us develop a plan to achieve this. Council's LTFP is a tool to aid decision making, priority setting and problem solving.
The LTFP expresses in financial terms the activities Council proposes to undertake in the short, medium and long term. Using this, we can identify if we can continue to pay for our services and maintain our infrastructure in good condition (i.e. community buildings, parks, roads and business centres) with the income that we expect to receive.
The LTFP is a rolling 10-year plan which is updated annually and captures the financial implications of asset management and workforce planning.
Council's draft Long Term Financial Plan 2025/26 - 2034/35 was placed on formal public exhibition from 30 April to 28 May 2025. Members of the community were invited to make public submissions expressing their views on the draft plans during the public exhibition period to be considered by Council.
Public submissions received were considered at Council's Strategic and Corporate Committee meeting held 16 June 2025, prior to a Council meeting 23 June 2025, where the final Long Term Financial Plan 2025/26 - 2034/35(PDF, 4MB) was adopted, commencing 1 July 2025.
Current Asset Management Strategy
The Asset Management Strategy is a ten year strategy which provides the framework for managing Council's assets and outlines actions required to improve Council's asset management capability. It covers the period 2025 to 2034. A comprehensive review of this Strategy will occur in 2029.
This Asset Management Strategy(PDF, 3MB) has been prepared by Council in accordance with the NSW Integrated Planning and Reporting (IP&R) guidelines. In the hierarchy of asset management documents, the Asset Management Strategy sits below the Asset Management Policy (which sets out Council’s approach to asset management and strategic alignment), and above our Asset Management Plans (which capture the knowledge and expertise of our staff).
The term 'assets' refers to our physical built assets. These are our roads, footpaths, kerbs and gutters, stormwater drains, retaining walls, sea walls, harbour structures, buildings, playgrounds and other park structures.
The Asset Management Strategy 2025/26 - 2034/35(PDF, 3MB) was adopted by Council on 23 June 2025.
Current Workforce Management Strategy
The Workforce Management Strategy details how we intend to build and support our people, culture and skills at Woollahra over the next four years. It identifies what we will do to keep a capable, high performing, customer focussed and fit for purpose workforce that provides services which deliver the best possible value for residents and ratepayers.
Put simply, our Workforce Management Strategy describes the actions that we will take to ensure we have the right people, culture and skills to deliver Council's Delivery Program and the objectives of the Community Strategic Plan.
The Workforce Management Strategy 2025/26 - 2028/29(PDF, 8MB) was endorsed by Council on 23 June 2025.
