How are DAs determined
Development Applications (DAs) (including amendments and reviews) are assessed and determined at five levels:
- Staff delegation by Development Assessment Team Leaders
- Staff delegation subject to review by the Application Review Panel (ARP)
- Application Assessment Panel (AAP)
- Woollahra Local Planning Panel (WLPP)
- Sydney Eastern City Planning Panel - Regionally significant development

How do the delegations work?
The Council delegates authority to the General Manager, who sub-delegates to staff including AAP, Director Planning and Place, Manager Development Assessment, and Development Assessment Team Leaders.
Assessment Officers prepare reports for the relevant delegate. If satisfied with the assessment and recommendation, the delegate determines the application.
Complex applications go to the Woollahra Local Planning Panel or the Sydney Eastern City Planning Panel.
Notification of Outcome
Applicants will receive a Notice of Determination by mail. You can also track your DA online.
Each person who made a comment or objection will be notified of the determination.
The Notice of Determination sets out the terms of the consent, appeal rights and conditions, or in the case of a refusal, the reasons for refusal.
