Resident Visitor Parking Permits
Resident Visitor Parking Permits allow permanent residents who live within Resident Parking Areas of the Woollahra Council area to purchase parking permits for their visitors. These permits help visitors park in resident parking areas without needing to comply with the time limits displayed on eligible parking signs. Visitor permits are only valid in the parking area shown on the permit and must be used in accordance with Council's Parking Permit Conditions.
Each residential property within Resident Parking Areas is entitled to 25 Visitor Parking Permits per year. The permits may be utilised by the resident's family, friends and tradespeople.
How to apply for Resident Visitor Parking Permits
Complete the Resident Visitor Parking Permit Application Form and submit it with the required supporting documentation.

Council recommends purchasing visitor permits in person at Council's Customer Service Centre. If permits are posted, Council is not liable for permits that are lost in the mail or otherwise not received. Replacement permits will be issued at the applicant's expense.
Payment methods:
Payment can be made at our Customer Service Department by the following methods: cash, EFTPOS, cheque (make cheques payable to Woollahra Council), or credit card - American Express, MasterCard or Visa. Credit card payments will incur a processing fee.
Eligibility
You may be eligible for Resident Visitor Parking Permits if:
- You are a resident of Woollahra Council Municipality that lives in a Residential Parking Area Scheme
- Your property is eligible under Council's Resident Parking Permit Scheme
- You can provide proof that you live at the property.
Please note: Businesses, non-resident owners, short stay residents and hotel guests are NOT entitled to Visitor Parking Permits.
Documents you'll need
Applications must include the following documentation:
1. Proof of residency
If you rent your property:
- a current residential lease with a minimum lease period of six months.
- Plus any one of the current proof of address documents below.
If you own your property:
- any two of the current proof of address documents below.
2. Proof of address
- Driver's Licence
- Telephone account
- Vehicle Registration
- Bank statement
- Electricity or gas account
- Home and contents insurance
- Council Rates Notice (owner residents only)
Resident Visitor Parking Permit fees
The following fees apply until 30 June 2026.

Conditions of use
The use of Visitor Parking Permits is subject to the following conditions:
- Each residential property is eligible to a maximum of twenty five (25) one-day single-use Visitor Parking Permits per financial year.
- Permits may be purchased in lots of five, ten or twenty five.
- The Visitor Parking Permit exempts the bearer from the time limits and/or meter parking fees for one day only in the parking area written on the front of the Permit, where parking is signposted, "Permit Holders Excepted".
- The management of the Permits is up to the individual resident and may be utilised by the residents' visitors, guests, tradespeople or carers.
- The Permit is not valid for use on a caravan, box trailer, boat trailer or any vehicle which exceeds 3 tonnes.
- Permits must be displayed on the inside left-hand side of your vehicle's dashboard so that it is visible to an authorised officer. Motorcycles and scooters are required to display permits in a visible location.
- The Permit is valid only if one date, month and year has been scratched off (i.e. the day of use). Unscratched Permits are not valid.
- There will be no refunds or replacements issued for unused Visitor Parking Permits or Permits which have been incorrectly or mistakenly scratched.
- Visitor parking permits are non-refundable or transferable after expiry date. So please don’t over buy if you’re not going to use them all by the expiry date.
- If permits are posted, Council is not liable for permits that are lost in the mail or otherwise not received. Replacement permits will be issued at the applicant's expense. For this reason, Council recommends purchasing permits in person.
- A visitor permit obtained through a dishonest act of deception may be considered fraud under Section 192E of the Crimes Act, which can carry a penalty of up to $11,000 for individuals in the Local Court.

Visitor Parking Permits are for use by visitors to eligible residents living within a Resident parking permit area. They must only be used in accordance with Council's Parking Permit Conditions.

Can I get a refund if I don't use all my permits?
No. Visitor Parking Permits are non-refundable and cannot be transferred after their expiry date. We recommend purchasing only the number of permits you expect to use before they expire.
Where can I purchase visitor parking permits?
Visitor Parking Permits can be purchased in person at Woollahra Council's Customer Service Centre. While permits can be posted, Council recommends purchasing them in person as Council is not responsible for permits lost or delayed in the mail.
