Health Carer Parking Permits
A Health Carers Parking Permit is available for residents who require specialised in-home care from a registered health care professional or approved health care service provider.
The permit is issued to the resident and allows nominated health care professionals providing care at the resident's home to use the permit while attending the property.
How to apply for the Health Carers Parking Permit
Complete the Health Carers Parking Permit Application Form and submit it with the required supporting documentation.

Please allow up to 10 business days for assessment once all required information has been received. Council will contact you to arrange payment after your application has been approved.
Payment methods:
Payment can be made at our Customer Service Department by the following methods: cash, EFTPOS, cheque (make cheques payable to Woollahra Council), or credit card - American Express, MasterCard or Visa. Credit card payments will incur a processing fee.
Eligibility
You may be eligible for a Health Carers Parking Permit if:
- You are a resident of the Woollahra municipality who requires specialised care at home registered health care professionals or approved health care service providers regularly attend your home to provide that care
- You can provide supporting documentation from an approved health care organisation
- You can provide proof of your residency.
The permit is issued to the resident and may include up to three nominated health care professional or service provider vehicles.
Documents you'll need
Applications must include the following documentation
1. Supporting letter
A current letter on official letterhead from one of the following:
- South Eastern Sydney Local Health District
- Ageing, Disability and Home Care NSW
- a registered health care agency.
The letter must include:
- the name of the resident receiving care
- the name of each health care professional or service provider
- the vehicle registration number(s)
- vehicle make, model and year for each nominated vehicle.
2. Authority (if someone is applying on your behalf)
If an authorised representative is lodging the application, provide either:
- Current Power of Attorney, or
- Statutory Declaration from the resident.
3. Proof of residency
If you rent your property:
- Current residential lease with a minimum six-month term.
If you own your property:
- Current Council rates notice.
4. Proof of address
Provide one of the following:
- Driver Licence
- Telephone account
- Vehicle Registration
- Bank statement
- Electricity or gas account
- Home and contents insurance.
Health Carers Parking Permit costs
The following fees apply until 30 June 2026:
- Health Carers Parking Permit: $81.00
- Pensioner Health Carers Parking Permit: $35.00
(with current Commonwealth Pensioner Card)
Conditions of Use
The Health Carers Parking Permit:
- is issued to the resident receiving specialised care
- may only be used by the nominated health care professionals or service providers listed on the application
- must only be used while providing in-home health care services to the resident
- must be used in accordance with Council's Parking Permit Conditions
- remains subject to all other applicable road rules and parking restrictions.
- Applicants are responsible for renewing their permit when it expires.

Who can use the Health Carers Parking Permit?

Can I nominate more than one health care professional?
Yes. Up to three nominated vehicles can be included on the permit.
Can a family member use the permit?
No. The permit is intended only for the nominated health care professionals or approved service providers attending the resident.
