Resident Parking Permits

Parking is in high demand throughout the Woollahra Municipality. The Council operates a resident parking permit scheme to ease congestion in busy areas, granting residents with limited off-street parking preferential access to on-street parking.

Council’s Rangers enforce two types of regulations, statutory and sign-posted, in line with NSW Road Rules.

Step 1.Confirm eligibility

Check the criteria above to determine whether you are eligible for a residential parking permit.

Step 2.Prepare attachments

  • Privately owned car: Current NSW vehicle registration. Must provide additional registration papers if there is off-street parking at the property.
  • Company car: Current NSW vehicle registration and a letter from the company (on company letterhead) authorising use.
  • Owner/occupier named on the rates: We will verify your rates information; no need to attach it. Please provide one proof of residential address document from the list below.
  • Owner/occupier but not named on the rates: A current letter from the owner stating the name of the applicant and that they permanently reside at the property. Please also provide one proof of residential address document from the list below.
  • Tenants: a digital copy of your current lease showing a minimum lease period of six months. Tenants on a rolling lease must provide a letter from their landlord/management agent confirming this. Please also attach one proof of residential address document from the list below.
  • Pensioner/Concession: A digital copy of your pensioner concession card

Step 3.Have your payment information ready

You will be able to securely pay for your parking permit on the online form via credit/debit card.

Step 5.Receive permit

A permit will be issued only if all requirements and eligibility criteria have been met.

Please allow up to 10 working days for processing and postage.

  • If you have selected to receive your permit via post, you will receive your parking permit in the mail.
  • If you have selected to collect the permit in person, you will be contacted by email when the permit is ready.
  • Once you have received your permit, please affix your permit to the inside left-hand-side of your car's front windscreen.
  • New (or renewed) permits are issued for 12 months from the date they are processed by Customer Service (not the date of application or receipt).
  • Your parking permit is valid until the date provided on the permit. You will need to submit a new application to renew your parking permit each year prior to this date.

Payment can be made at our Customer Service Department by the following methods: cash, EFTPOS, Money Order, cheque (make cheques payable to Woollahra Council), or credit card - American Express, MasterCard or Visa.
Credit card payments will incur a processing fee.

What else do I need to know?

Where can I park with a resident parking permit?

A permit entitles the holder to unrestricted parking only in the specific area to which your permit applies and where signs state "Authorised Resident Vehicles Excepted" or "Permit Holders Accepted".

Permit holders must park in accordance with the NSW Road Rules.

Where do I need to place my resident parking permit?

To be valid, permits need to be affixed to the inside left-hand-side of your car's front windscreen. The permit is valid only if it is clearly visible to an authorised officer.

Is my parking permit valid for all types of vehicles?

The permit is not valid for use on a caravan, box trailer, boat trailer or any vehicle which exceeds 3 tonnes (Rose Bay 2 permits may be issued for boat trailers).

How many permits can be issued for my vehicle?

Only one permit can be issued per vehicle.

Am I entitiled to a permit if I lease out my parking space?

Residents are not entitled to a permit if they have leased, licensed, alienated, disposed of or permitted any other party to possess or use (for any purpose) any parking space which they are (or were) entitled to possess, or use in association with the premises.

Am I eligible for a resident parking permit if I no longer live at my property?

Residents are not entitled to use their permit in the event that they cease living in the residence.

Can I use my permit if I get access to an additional parking space?

Residents are not entitled to use their permit if a parking space within the premises becomes available for use by them.

Do you provide refunds once a parking permit has been issued?

Once a permit is issued, it cannot be refunded.

Are there any permit rules I should be aware of?

Alteration or misuse of the permit is an offence. Permits remain the property of Woollahra Municipal Council at all times.

Residents of Elanora Street, Manion Avenue and Iluka Street, Rose Bay: Special Permit Conditions

Residents of Elanora Street, Manion Avenue and Iluka Street, Rose Bay are eligible for a maximum of 1 Resident Parking Permit if the property has no off-street parking. If the property has 1 or more off-street parking spaces, it will not be eligible to a permit.

Can I renew a resident parking permit?

Residents are responsible for remembering to renew their resident parking permit. Council may send renewal notices out one month prior to the expiry date each year but the onus is on the resident to remember to renew the permit. Residents will be required to confirm that they remain eligible for a resident parking permit.

Your parking permit is valid until the date provided on the permit. You will need to submit a new application to renew your parking permit each year prior to this date.

If a resident renews a parking permit early (before the expiry date is reached), the existing expiry date remains the same, but moves forward by one year.
