Nominations for the appointment of community representatives and alternatives to the Woollahra Independent Hearing and Assessment Panel (IHAP)

Woollahra Council is setting up an Independent Hearing and Assessment Panel (IHAP) to determine planning applications for local development. Council is doing this because it is required to do so by recent amendments to the Environmental Planning and Assessment Act 1979.

The IHAP will comprise four (4) members: an independent chair, two (2) independent experts and a community representative. The chair and the two (2) experts will be appointed by Council, selected from a pool of independent persons approved by the Minister. The community representative does not have to be approved by the Minister and will be appointed by the Council.

Woollahra Council has resolved to seek nominations for a community representative and an alternative community representative for each of our five (5) Council Wards, being; Bellevue Hill Ward, Cooper Ward, Double Bay Ward, Paddington Ward and Vaucluse Ward.

We are looking for local community representatives who satisfy the following criteria:

  • are current residents of the Woollahra Municipality;
  • have knowledge and awareness of local government issues of importance to the local community, particularly issues of importance within the ward you will represent;
  • are able to represent and communicate the interests of the local community;
  • have an understanding of the planning process and assessment issues (but are not expected to be experts);
  • commit to attending IHAP meetings and contributing constructively to the determination of applications; and will adhere to the IHAP code of conduct and operational procedures.

Your role as an IHAP member is a part-time, paid role starting in March 2018. The position will be paid in accordance with rates to be set by the NSW Government. Further details will be provided shortly. Mayors, Councillors, property developers and real estate agents are not eligible to apply.
