Woollahra Council has an established Local Planning Panel, known as the Woollahra Local Planning Panel (WLPP) which assesses and determines development applications and provides advice to Council on planning proposals and other matters.

The Woollahra Local Planning Panel was established in February 2018 under the provisions of Part 2, Division 2.5 of the Environmental Planning and Assessment Act 1979. The Panel comprises of four (4) members:

  • an independent chair,
  • two (2) independent experts, and
  • a community representative.

The chair and the two (2) experts have been appointed by Council, selected from a pool of independent persons approved by the Minister. The community representative is not approved by the Minister but is appointed by the Council.

Woollahra Council has resolved to seek expressions of interest for a number of community representatives to represent the Woollahra Local Government Area.

Selection criteria

We are looking for local community representatives who satisfy the following selection criteria:

  • are current residents within the LGA;
  • have an understanding of the LGA and issues of concern to the local community
  • have the capacity to form independent views and to contribute constructively to the determination of applications;
  • are able to demonstrate a basic level of understanding of the planning system, i.e. knowledge of the council’s local environmental plan, development control plan, local strategic planning statement or community strategic plan;
  • are committed to following the Code of Conduct for Local Planning Panel Members and the Local Planning Panels Operational Procedures, attending local planning panel meetings and completing panel business in required timeframes.

Appointing community representatives

Following the end of the advertising period, the Expressions of Interest will be reviewed by a selection panel. The Panel will:

  • review the applications against the relevant selection criteria
  • shortlist suitable candidates
  • arrange for interviews (if required)
  • recommend candidates suitable for appointment as community representatives.

Probity checks

Probity checks are required for all panel members.

Council must arrange probity checks for community representatives.
These checks include at a minimum:

  • public register of real estate agents check
  • bankruptcy record check
  • National Police check (ACIC).

Other important information

Your role as a WLPP community representative is a part-time, paid role commencing in April/May 2022. The position will be paid in accordance with rates set by the NSW Government, which equates to a maximum of $1,500 per meeting (where there are three or more applications). Mayors, Councillors, property developers and real estate agents are not eligible for appointment.

Applications must be made by the completion of the ‘Expression of Interest Form’ accompanied by a written response to the selection criteria. Applications should be addressed to Council’s General Manager, Craig Swift-McNair and submitted via email to records@woollahra.nsw.gov.au. Applications must be lodged by no later than close of business on Wednesday 23 March 2022.
