Kiaora Lands Redevelopment

Woollahra Council and Woolworths Limited are currently consulting with the community and adjoining property owners on the proposed redevelopment of the Kiaora Lands site in Double Bay.

At a community briefing on 21 April a low rise concept plan was presented for discussion.  It was explained that we are at the very beginning of the consultation and planning process, which will involve amendment to the planning controls in the Woollahra Local Environmental Plan and Double Bay Centre Development Control Plan, and the assessment of a Development Application.

The exhibition of the draft Local Environment Plan closed on 7 May.  Issues raised in the community’s submissions will be reported to Council in the next few months.

The draft Development Control Plan is being further considered in response to  stakeholder consultation before it goes on formal public exhibition. The State Government’s Joint Regional Planning Panel will be responsible for determining the Development Application.

The project is proposed to advance in two stages. The first stage to be constructed on lands south of Kiaora Lane will include a new Woolworths supermarket, Dan Murphy’s and a Thomas Dux outlet, as well as specialty retail and commercial offices and a public car park with 500 spaces. The proposed development on this part of the site is three storeys, including a roof top car park.

The second stage, fronting New South Head Road on the existing supermarket site, includes a new Council library, commercial and retail tenancies, alfresco dining and a public arcade to improve access from Kiaora Lane and New South Head Road. This stage of the proposed development, at its highest point, is four storeys.
