On the 1 October 2009, the NSW Government adopted a new integrated planning and reporting framework for local councils, requiring each council to develop a Community Strategic Plan, Delivery Program, Operational Plan and a Resourcing Strategy.
Council’s Integrated Planning and Reporting Framework is demonstrated in the diagram below.

Woollahra 2025 – our community, our place, our plan is our Community Strategic Plan that has been developed by Council in consultation with the Woollahra community.
Woollahra 2025 presents a 15 year vision for Woollahra and is structured around five (5) broad interrelated Themes, each of which is supported by a range of Goals and Strategies.
Each of the Goals identified in Woollahra 2025 is reported to the most appropriate standing committee as indicated below:
Our Delivery Program and Operational Plan identifies a number of Priorities and Actions in response to the Themes, Goals and Strategies identified in Woollahra 2025, to relay Council’s commitment to the community over the four year term (2009 to 2013) of Council.
The Integrated Planning & Reporting Framework requires Council to develop a 4 year Delivery Program and separate 1 year Operational Plan. Council combined its Delivery Program and Operational Plan into one document for ease of reference.
To ensure greater transparency and promote good governance Council has resolved to maintain the previous quarterly reporting regime of the management plan, and monitor and review our Delivery Program and Operational Plan on a quarterly basis.

Our Resourcing Strategy consists of three main components, being the Long Term Financial Plan, Asset Management Strategy and Workforce Management Plan.
Our Annual Report provides a year in review and is designed to meet all our statutory requirements under the provisions of the Local Government Act 1993 and is prepared within five months of the end of the each financial year.
