33 Cross Street, Double Bay (Stamford Plaza Hotel)

The Proposal

A new development application (DA671/2010) was submitted on 10 December 2010 by Parissen (Project X) Pty Ltd (the proponent) for redevelopment of the site occupied by the former Stamford Plaza Hotel at 33 Cross Street Double Bay.

On 29/7/11 the proponent amended the application (i.e. a 'replacement application' was submitted).

Joint Regional Planning Panel's (JRPP) decision

On the 13/12/11 the JRPP approved the development application. The JRPP's decision to approve the application was subject to level 6 being removed and the conditions contained in the assessment report being imposed. 

Details of the amended proposal

The amended proposal is to demolish the existing Stamford Plaza Hotel strcture and construct a mixed use development with retail, five (5) cinemas and residential above. The existing car park, with 154 spaces and vehicular entry, will be retained.

The ground floor is to be in the form of a double height podium containing a through site link from Cross Street to a central courtyard and the Galbraith Walkway. The retail space and cinemas will also be located on the ground floor.

The five (5) cinemas will be capable of accommodating a maximum of 600 people at any one time. Above the ground floor level will be seven (7) levels of residential comprising 30 x three (3) bedroom, 28 x two (2) bedroom, and 20 x one (1) bedroom apartments providing a total of 78 dwellings. The floor area of the retail and cinemas component will be 5,472m2. The floor area of the residential component will be 13,135m2. The gross floor area will be 18,607m2.

Details of original proposal

The original proposal incorporated a nine (9) storey mixed use building comprising of 1,018m2 of retail floor space in two tenancies, 93 residential units (comprising of 24 x one bedroom, 30 x two bedroom, 39 x three bedroom apartments) and basement parking for 154 vehicles. The existing two levels of basement car parking and access from Cross Street were to be retained. In addition, the proposal was to provide a through-site link from Cross Street to an open public courtyard that provides direct access to the Galbraith Walkway.

Determining Authority

The Joint Regional Planning Panel is the Determining Authority for this Development Application. Should you make any submission in relation to this application it will be made available to the Joint Regional Planning Panel for their consideration and may be viewed by other interested persons.

Status

The amended development application was lodged on 29/7/2011 and was advertised from 10/8/2011 until 31/8/2011.

Staff have now completed the assessment report and it has been forwarded to the JRPP as required.

On Tuesday 6/12/11 the Council, at an Extraordinary meeting, considered whether it would make a submission to the JRPP. The Council decided that it would make a submission to the effect that the application should be refused. The JRPP will be required to take into account the Council's submission before it makes a decision on the DA.

The JRPP will meet on Tuesday 13/12/11 to make a decision on the DA. The JRPP meeting will be held in the Thornton Room commencing at 5.00pm.
