Kiaora Lands Planning Proposal and Draft DCP

Archived background information

The Kiaora Lands is a key site within the Double Bay Centre.  The site is currently occupied by The Golden Sheaf Hotel, Woolworths supermarket, commercial premises, residential properties, Council car parks and public roads.

Council and Woolworths have plans to redevelop the Kiaora Lands (excluding the Golden Sheaf Hotel site) for—

  • a mixed commercial, retail and library development on land fronting New South Head Road,
  • a public plaza and shared pedestrian zone along Kiaora Lane, and
  • an expanded supermarket, retail shops and car park on land south of Kiaora Lane.

Redevelopment of the land will deliver economic and employment benefits to the local area, as well as provide a civic and cultural presence within the Centre.

Changes to the planning controls Woollahra Local Environmental Plan 1995 (Woollahra LEP 1995) and Double Bay Centre Development Control Plan 2002 (Double Bay Centre DCP) are required to facilitate this redevelopment.

These changes were publicly exhibited during 2010.

Following the exhibition, the Strategic and Corporate Committee considered a report on 14 December 2010 and Council resolved to proceed with the Planning Proposal (to amend the LEP) but requested a further report on the Draft DCP. 

On 31 January 2011 Council considered the further report on the Draft DCP and resolved to adopt the DCP with various amendments.

The Planning Proposal has been submitted to the Department of Planning who will prepare the LEP amendment, giving effect to the Planning Proposal. The DCP will commence when the LEP amendment is approved and published on the NSW legislation website.
